A review and comment period of sixty (60) days is open for stakeholders, interested parties and members of the public to provide written input regarding the FSP amendment. Pursuant to paragraph 4.1 and 9.1 of the said Act, the Town of Smithers has deposited with the Navigation Protection Program – Transport Canada, on the on-line Common Project Search registry and under registry number 13080 a description of the following works in the Bulkley River:

The Town of Smithers is proposing to construct additional revetment works to protect infrastructure and property along the Bulkley River. The site is located within municipal boundaries to the east of Rosenthal Road, beginning at UTM coordinates 9U E:618231, N:6072869 at the upstream end and continuing downstream to UTM coordinates 9U E:618183, N:6073170. The site is situated on the west (river left) bank of the main channel of the river, extending approximately 328 m along the bank.

Emergency armouring of approximately 90 m of this site was completed under a DFO Emergency Authorization in May 2023. Ongoing erosion here presents an imminent risk of damage to existing infrastructure (i.e., PNG, BC Hydro, ToS), loss of property, and a general danger to the public.

The revetment will present no interference to navigation on the Bulkley River as it will be integrated with and follow the bank contours, the works will occupy less than 1/10th of the width of the navigable water and be blended into the existing riverbank at the upstream and downstream extents.

A Forest Operations Map (FOM) #2314 has been prepared by Northpac Forest License Inc. covering lands within the Skeena Stikine Resource District. The area covered by FOM #2314 includes all forested lands within Gitxsan Territory, within the Kispiox Supply Area.

This FOM identifies planned forestry operations such as proposed cutblocks and roads and is intended to provide engagement opportunities for interested members of the public, community, and stake holder groups. Activities proposed in the FOM will be consistent with the Northpac Forest License Inc’s Forest Stewardship Plan (#759).

The FOM will be available for review and comment from Thursday, May 8th , 2025 to Monday June 9th, 2025. The FOM can be accessed online or during regular operating hours at the following locations:

Council has approved first, second and third reading at the November 26th, 2024 Regular Meeting.

Bylaw No. 1970: Initiated by the Town of Smithers, the text amendment removes “Mobile Vendor and Mobile Restaurants” from the definitions and sections of the Business License Bylaw. It is redirected to the proposed Mobile Vending Bylaw No. 1964.

Subject Property: All private properties and designated Town-owned mobile vending areas within the Town of Smithers.

Purpose: Mobile Vending Bylaw No. 1964 proposes to regulate prepared-to-order food and beverage from food trucks as well as goods and merchandise from pushcarts and sidewalk vendors alike. Implementation of the new permitting process requires amendments to associated bylaws including the Business License Bylaw.

Anyone who believes they will be affected by the proposed Bylaw Amendment is invited to submit written comments to Council prior to the meeting and/or attend the meeting. Written submissions must be received by 1:00 pm Monday, January 27th, 2025.
